COFEPRIS registration in Mexico
If your business touches health, medicine, food or anything else COFEPRIS regulates, this is the part of your setup that will take the longest and the part most likely to be quoted wrongly.
Two things to know before anything else.

It sits outside a standard company registration. The 60,000 to 90,000 MXN a basic setup costs does not include it, and any quote implying otherwise is wrong.
It is measured in months rather than weeks. Anyone giving you a firm date at the first meeting is guessing, and if the date matters to your lease or your funding, that guess is expensive.
Before any of it: your e.firma
You cannot process anything with COFEPRIS without an e.firma. The e.firma follows from your RFC, and your RFC follows from your temporary work permit. So for a foreign owner, a COFEPRIS registration does not begin with COFEPRIS. It begins with immigration, and an owner who does not know that loses the months it takes to find out.

If your activity requires a professional qualification, there is a step ahead of even that: SEP has to validate it, and certificates need official translation and apostille before the validation can be submitted.

What I have done here
I built the licensing and compliance foundation for a Puerto Vallarta clinic selling Chinese medications, which required COFEPRIS registration covering both the clinic itself and the sale of the medications. Over the three years that followed, the business went from 440,100 MXN to 2.6 million MXN in annual sales.

That is one engagement, not a pattern, and I would rather say so than imply a volume I do not have.
Why I will not give you a date
Because the honest range is so wide that a date would mislead you.

Where a client has every document in hand, an e.firma issued, and what they need is an aviso de funcionamiento, it can be filed in a day. That is the best case and it is rarely the case.

Most of the work sits upstream of the filing. The specific number assigned to your product or service has to be identified first, and that is what determines what you are actually applying for. Until that is settled, any date I gave you would be a guess, and a guessed date is how people end up signing leases they cannot use.

I will give you a realistic timeline once I know your activity. Not before.
What it costs
There is often no single fee for the COFEPRIS registration itself. The government fees attach to the requirements sitting underneath it, and those vary by product and by activity.

That is why this is quoted separately from your setup, and why I will not put a number on it until I know what your activity actually requires. Any figure quoted before that point is describing somebody else's business.
